OWS Direct

Oregon Wine Services Fulfillment Service can ship your product direct to the consumer in 42 States and the District of Columbia. Users of the Fulfillment Service are responsible for all state permits and reporting. The additional service that Oregon Wine Services can provide is OWS Direct. The OWS Direct service has the appropriate licensing to ship your product directly to the consumer in 29 of the 36 "permit required" states. The OWS Direct service provides all required state licensing, reporting and the payment of all excise and sales/use taxes. Simply submit your OWS Fulfillment order and check the box to use OWS Direct and we do the rest. (see attached pricelist for rates).

• Current Number of Permit States supported by OWS Direct: There are 29 states included in the OWS Direct program. We have acquired all the necessary permits and implemented the necessary processes to manage the reporting. Note, if you have a license in one of these states, you don't need to use the OWS Direct service. Send us your order, tell us to use our permit, and we will ship the order. We will bill you at the rate listed on the attached pricelist. The cost of the excise taxes are included in the OWS Direct fee and will be paid by OWS. The only additional cost to the OWS Direct fee is the sales/use taxes which will also be paid by OWS but will be billed back to you when payment is made by OWS.

  • State Sales/Use and Excise Taxes: When using OWS Direct the sales/use taxes and the value based excise taxes in New Hampshire and Wyoming where the direct shipping excise taxes are based on invoice value, will be paid by OWS and invoiced to the winery. All other Excise Taxes for permit states will be paid by OWS and are included in the OWS Direct fee.
  • Sales/Use and Excise Tax Reporting: When using OWS Direct, all reporting and taxes will be remitted by OWS. If OWS Direct service was not used on an order then the reporting of that information is the responsibility of the client winery.
  • Permitting Requirements: All costs and responsibility for the acquisition and maintenance of permits in the "Permit States Covered under OWS Direct" will be paid by OWS.
• Current Number of Permit States not supported by OWS Direct: There are 5 states that require the direct shipping winery to obtain their own permit.
• Current Number of Open States: There are 3 states and the District of Columbia that do not require a permit for direct shipment. There are no extra OWS fees, simply send us your order and we will ship it through our normal fulfillment service.
• Current Number of Onsite Only States: There are 5 states that require no permit when the purchase was made onsite There are no extra OWS fees, simply send us your order identified as an Onsite sale and we will ship it through our normal fulfillment service.

• Open States * (No Extra Fees):
  Alaska, District of Columbia, Florida, Minnesota
• Onsite Only States (No Extra Fees):
  Delaware, New Jersey, Oklahoma, Rhode Island, South Dakota
• Prohibited States - Unless Consumer Obtains Permit (Please call for details):
  Alabama, Montana
• Prohibited States:
  Arkansas, Kentucky, Massachusetts, Mississippi, Pennsylvania, Utah

* Open states may still require reporting, depending upon the rules of the state
** Oregon wineries will need an Oregon Direct Shipper's permit to ship to Oregon residents
*** Virginia requires a letter of Authorization to Ship along with associated COLAs
